Senior Director - NOC and Mobile Network Integration

Job Summary
We are seeking a highly experienced and technically proficient Senior Director of NOC and Mobile Network Integration to lead our global network operations and integration functions. This role will oversee the 24x7 Network Operations Center (NOC), network integration, testing and validation processes, and the overall incident and outage management lifecycle.
The ideal candidate will drive operational excellence, ensure network reliability and performance, and lead continuous improvement initiatives across the organization.
Key Responsibilities
Leadership and Team Management
- Lead and develop three core teams: Network Integration, 24x7 NOC, and Network Testing.
- Set daily priorities, monitor task progress, and ensure adherence to KPIs and SLAs.
- Foster a culture of accountability, collaboration, and continuous improvement.
- Mentor and support team members in career development, performance management, and technical growth.
- Represent the teams in client meetings and cross-departmental initiatives.
Network Operations Center (NOC)
- Establish and maintain robust operational procedures to ensure timely response, escalation, and resolution of network incidents.
- Oversee daily task execution, incident tracking, and follow-up processes.
- Ensure operational readiness and resilience across all time zones.
Network Integration and Testing
- Define and maintain structured test scripts and validation processes for all network changes and deployments.
- Coordinate and supervise testing activities, leveraging internal and external resources.
- Approve and sign off on network readiness following successful testing and validation.
Incident and Outage Management
- Own and lead the end-to-end incident and outage management process.
- Define and enforce escalation, triage, and communication procedures.
- Lead major incident bridges and ensure timely resolution and stakeholder communication.
- Conduct root cause analyses and drive long-term corrective actions.
Tools, Technology, and Process Optimization
- Collaborate with the CTO Office to identify, evaluate, and implement advanced tools, platforms, and automation solutions that enhance network visibility and efficiency.
- Promote the adoption of new technologies to improve monitoring, alerting, testing, and overall reliability.
- Support capacity planning, redundancy, and network performance optimization initiatives.
Qualifications
- Deep understanding of mobile core network technologies (2G/3G/4G/5G).
- Proven experience with telecom network components such as HLR/HSS, GGSN/PGW, Diameter, GTP, SIGTRAN, SMSC, STP/DRA, etc.
- Demonstrated success managing NOC teams and leading telecom network integration projects.
- Minimum 8+ years in network engineering, operations, or infrastructure roles.
- Minimum 3+ years in a senior leadership or management position overseeing network teams.
- Strong knowledge of:
- Network monitoring and management tools
- Incident, change, and problem management frameworks
- Network testing, validation, and automation practices
- Exceptional problem-solving and decision-making skills under pressure.
- Excellent communication, leadership, and stakeholder management abilities.
- Bachelor’s degree in Computer Science, Engineering, Telecommunications, or related field (Master’s preferred).
